Nov 2 - Sign is off during the day but on - just as bright with all the motion at night! People should boycott any advdertiser that uses the billboard until which time the owner of the sign brings it into compliance - thus the advertiser would lose money - in turn the sign owner won't be able to find advertisers that would use his sign until repaired

So why did this video say that Owasso officials were saying the billboard was perfectly legal?

What billboard company is it, and why did it take them two months to realize it was "malfunctioning"?

The comment "too bright to read" should say it all. This sign is not "perfectly legal" if you ask INCOG.
