In mid-January, FOX23 reported parents were upset that Champion's Baseball was awarded a contract for the second time to manage youth baseball in Owasso.
Friday, a city councilor spoke about that decision. He alleges the company breached the contract the first time.
"We have the breaches their document. City hall and Owasso failed to enforce this contract," said Owasso City Councilor Patrick Ross.
He says Champions Baseball didn't deserve to win a second contract with the city last week. The councilor said the organization broke the first contract.
"Those annual financial reports have not been submitted," Ross told FOX23.
He highlighted parts of the first contract he said were violated. Ross believes that lack of transparency even hurt local businesses.
"Champions baseball has demanded a commission from local motels before they would refer them or promote them to visiting tournament teams," he said.
He says that was a breach of contract too. FOX23 called Champions to see what they had to say. Jim Mull with Champions declined to go on camera but says he did give a financial report to the city.
FOX23 reached Owasso City Manager Rodney Ray reached me by phone Friday afternoon.
"There's no breach of contract there," he said.
Ray says they have invoices from purchases and when other paperwork was asked for it was turned over.
"I think there are some people who believe by reading the contract they understand the legal language."
But minutes before FOX23 News at 5 on Friday, we spoke with Councilor Ross, who said as of January 15th he hadn't seen any reports.
