Witness Shocked By Trooper/EMS Incident

Tonight we hear from a woman who saw with her own eyes something many can’t believe happened.

An Oklahoma Highway Patrol trooper who appears to be angry detains an EMS crew in Okfuskee County even putting his hand around a paramedic’s neck.

FOX23’s Abbie Alford spoke to a witness who says she hates what she witnessed.

It was a scene that would have been hard to believe had it not been captured on camera.

FOX23’s Abbie Alford spoke to the paramedic Maurice White who would only say he and his partner were simply doing their job.

But a woman who saw what happened near Prague on Sunday says it was one of the most shocking things she’s ever witnessed.

This was one Memorial Day weekend Diane Walkup will never forget.

What one person caught with his camera phone Diane Walkup saw with her own eyes, "He came running around the back of the ambulance, 'I am going to arrest you for obstruction of justice.' We thought 'good Lord what's happened?'"

In the video the OHP trooper tells the paramedic driving the ambulance Paul Franks, "I've been going hot over here to help the county out over here. You understand?" Franks replies, “Yes, sir. I do.”

As a trooper confronted the ambulance crew an elderly woman was inside the ambulance, needing to be taken to the hospital for heat exhaustion.

The woman’s son shot the video from his cell phone.

The paramedic’s then asked the trooper if they could transport the woman to the hospital and then take care of the incident.

But the trooper wouldn’t budge.

Starting to look like the Country of North Korea! The troopers go through pari-military training....ya right!!! more like Iraq training from Hussain. What about ASSULT and telling him he's going to jail are there any charges for that...and why doesn't the Head guy with the Sate Troopers office take action of the two troopers...They were very much so in the wrong! And if there not they should be takin from there office. Para-military my backside... H.Q. can't even control there own guy's. We keep seeing pictuers on how North Korea treat there own. I think we need to take a good look at are self. We keep seeing things like this on T.V.: just like the 70 year old woman that was tazed By a police officer. Are own people are living in tent cities with children going hungry!...what makes us any different. We as Americans need to stand up and fight back it's getting out of hand! ( the same things happen alot in Kentucky,Fire and Ems are always havin it out...over who's see it is. They are A--holes!) Most of them!.

As a career paramedic and EMS professional in NJ, I can absolutely assure everyone that this trooper would be fired in NJ. Obviously he is dangerous. In addition, the other troopers need to remember that at any moment, they could need an ambulance. They might have a different attitude if they were laying in the road injured and EMS didn't come. I hope Paramedic White sues for civil rights violations, for starters! And if he needs a parade of ambulances from all 50 states through Oklahoma, he should say the word!

lizfrnkl49 - good point! Also, these viewers posting comments that focus on attacking/insulting the post/opinions of other viewers really compromise the validity and relevance of their own posts. It really is okay to have opinion that differs from others. That is why it is called an opinion. Nothing posted in these viewers comments will change the outcome of the story. Your opinion is welcome, but attacking other viewers is not.

This is not the first time an officer of the law has interfered with a paramedic performing their duties. Back in October of 2006 my then fiancee had just been involved in an auto-ped accident at 10th and Boston, she was the pedestrian who was struck. The officer on the scene was Officer Ronnie Benight. Mr. Benight upon his arrival refused to allow the Ambulance to transport their patient, which had already had my then fiancee and myself loaded inside. At one point the officer forcibly opened the passenger door where I sat and refused to allow me to exit the vehicle so the transport of my then fiancee could continue unabated. After finally giving Mr. Benight the information he appeared to want, while under obvious duress, the ambulance was allowed to transport my then fiancee to the hospital where she remained for the next week. To add insult to injury my then fiancee was given a ticket for "crossing against a traffic signal" and placed at fault for the accident. Two things should be noted, 1. My then fiancee was in fact walking with a signal, I was 4 feet or less behind her and was not. 2. After speaking with officials for the city I was able to obtain that the area in question was updating at the time as it is a computer metered intersection. To this day Mr. Benight is employed as a City of Tulsa Police Officer. He maintains that my then Fiancee was in no mortal danger in spite of what could be seen from medical record and emergency surgery which was performed on her, as does his supervisor. Regardless of the way our officers seem to think, they are there to protect and serve the citizens of their appointed jurisdiction. Even with this knowledge some abuse their power and allow it to go to their heads, while yet others defend them. I would not expect for Officer 606 to see any disciplinary action if it were not for that someone was able to capture it on video. This just seems to show that you can't even trust local law enforcement anymore.

I think if that was me....i would have opened up a can of whoop ass on that trooper....and I might end up in jail but he would be kicked to the curb.

Regardless of what the circumstances were leading up to this tragic situation, in no way do I feel this Trooper was in any way licensed to behave in such a childish, hot-headed tantrum! I hope an honest investigation will be done, and if need be, prosecution to the fullest. We don't need our valued Troopers ranked with hot-heads like this. This is Oklahoma, not California!

Regardless of whether or not the ambulance driver actually "flipped off" the Trooper, his actions were extremely over the top and out of control. The EMT team did not display any hositility and maintained their tempers which seemed to enrage the officer even more. I am concerned because the new law was just passed to make this type of assault a felony. Will these officers be prosecuted with the same enthusiasm as an ordinary citizen?

Slim, I'm going to have to disagree a little bit...most law enforcement don't act this way. Most are as professional as you'll let them be. But, the OHP has a higher percentage of guys like this than your average municipal police department. My wife's nephew is an OHP Trooper, as was his father, and I know for a fact that their training is VERY para-military style. And many of these guys seem to be into weightlifting (and steroids, maybe?) Let's agree that this guy and any law enforcer that acts this way needs to be fired. But I won't say law enforcement as a whole is represented by this guy.

The OHP is of the opinion the troopers did nothing wrong, so they have no need to drug test them. . OHP also claims the video is wrong and that their dashcam video tells the "real" story, but no one is allowed to see it. Im glad FOX23 is suing OHP to get the video and call their bluff, but I imagine OHP is working furiously on how to edit it without looking obvious. . OHP cant bluff their way out of this, and that they would put the entire department's reputation on the line to defend these actions speaks volumes as to the honesty and integrity of the OHP as a whole. . Aside from working traffic, OHP is really little more that the governor's and legislature's private police force, and should be overhauled or possibly even eliminated.

1. The cop should have immediately had a drug test. His behavior suggests steroid and/or amphetamine abuse. If he has been tested what are the results? If he has not been tested - WHY NOT? Test him now, his system is probably still polluted if he is a drug abuser. 2. Fire the cop. Obviously he lacks the professionalism necessary to keep the peace, he has a huge ego to the point of endangering others just so he can act out inappropriately. His behavior demonstrates poor judgment and self control. 3. Blacken his record so badly he will never work as a LEO again. 4. Arm ambulance crews with taser stun guns and a shot gun in case of future scenes like we saw that day. 5. Charge the LEO with every possible infraction of the law, and if he is found guilty throw the book at him. 6. The trooper's chief NEEDS A DRUG TEST ALSO. I saw where he wants the ambulance crew to be charged with a crime. 7. If the troopers were in such a hurry to get where they were going how can they justify stopping to interfere with a paramedic doing his duty? How can they justify terrorizing the patient in the ambulance? How can they justify delaying hospital arrival for a medical emergency? 8. The LEO must write a letter of apology to each and every person involved, including his fellow officers, and a public statement. 9. Both LEOs, the trooper and his chief need to step back for an independent investigation of the incident and place criminal charges where indicated. 10. The chief trooper and the trooper involved need a psychiatric evaluation. 10a. The incident has spoiled any trust the community had for the state police. The only way to regain that trust is to get rid of the chief and LEO involved. 10c. It appears the state troopers are at war with their own citizens. The LEOs appeared to be confronting an enemy. Perhaps that particular LEO has a bad reputation and that caused the other cops to arrive and try and prevent a worse outcome.
