Two arrested after police find children living in filth

Tulsa Police arrested Felecia Polk and Robert McElvain after finding children living in filth, the children are now in protective custody.

“Car seats in the yard, trash, glass everywhere,” is how one neighbor described the home.

FOX23’s Janai Norman talked with neighbors who say Polk and McElvain only lived in the neighborhood for a few months, but it was long enough for a first impression.

“They were not exactly sanitary,” Ree Ree McCullough said. “And it made the neighborhood look pretty trashy.”

FOX23 learned back in July Polk and McElvain were investigated when their four foster children, and Polk’s three biological children, had bug bites, lice, scabies and bed bugs.

The two are married to other people, and just lived together when they moved into a North Tulsa home on Main Street.

“You could walk by and see that it was like, uh, in there, just not clean,” McCullough shared. “Not clean.”

We got our hands on a copy of the arrest and booking report that show last week DHS received another report about potential physical and sexual abuse, neglect and substance abuse at the home.

Neighbor Catherine Salcedo watched at TPD’s Child Crisis Unit followed up.


“The kids didn’t look too good, it was just a mess,” Salcedo told FOX23.

Inside officers say they found the home filthy and covered with bugs, with a strong smell of urine and feces.

“That causes diseases and different bugs and stuff,” McCullough said. “I hate that it’s under those circumstances, but you’re affecting all the neighbors around you, but it is appreciated that it’s getting clean up.”

Salcedo says she saw officers wearing HAZMAT boots as they investigated the home. We learned it was so bad on the inside officers had bugs on their pants when they walked out.

Neighbors say once the home is exterminated, they plan to do the same.
