A man and woman are behind bars accused of horrific child neglect.

Chlorinda, "Chloe" Archuleta and Joshua Wray are in custody after her newborn twin sons were found to have skull fractures.

Our FOX23 crew went to the east Tulsa Mingo Valley police station to look at how officers discovered the abuse.

Officers found out about the abuse after Chloe brought one of her twin boys to the hospital with a swollen leg.

Doctors then realized the baby's injuries were much worse than that.

Neighbors at the Observation Point apartments, where police say the abuse happened, are still in shock.

Thamar Kimble lives right upstairs from Chloe Archuleta and her boyfriend Joshua Wray.

Kimble told FOX23, "I had no idea that the type of thing was going on and just hearing that it's a horrible thing for everyone involved especially the children."

He's especially sad because he says he's seen the two baby boys before and even heard commotion inside the apartment.

"I did hear some yelling and maybe a door slam or something like that. I did hear that occasionally but it wasn't frequent," Kimble said.

After Chloe Archuleta brought one of her son's to the emergency room on Monday, doctors say the 34 day old 34-day-old baby had a fractured arm, two broken legs, a skull fracture and bleeding on his brain.

Police say Chloe did not seek medical help for her baby until several days later.

Officers immediately went and took the newborn's twin brother and placed him in protective care.

A CT scan revealed that the twin baby also had multiple skull fractures.

According to her arrest report, Chloe told police she had no idea how her babies were injured.

"That's definitely a horrible thing, I mean newborn babies, child abuse, apparently there must have been some type of issue going on with them to where they would react like that," Kimble said.

Chloe later admitted to officers that she had seen her boyfriend, Joshua Wray grab one of the infants by the leg and hold him in the air.

She said the baby "might have lost consciousness and his eyes rolled back in his head."

FOX23 is following this developing story and will have more details as they unfold.
