Toddler found in dog cage, man arrested for neglect

Neighbors are in shock after a toddler is found wandering naked in the cold.

Police found his little sister locked inside a dog cage. It happened in the 4900 block of North Frankfurt Place in North Tulsa on Sunday evening.

Three children were taken into DHS custody and are now safe.

Mathew Testerman and his relatives were at home Sunday night when they heard the piercing screams of a young child. Racing outside, they were shocked to see a small boy standing naked in the 40 degree temperatures.

“All I could hear was the baby saying, daddy let me back in. I'm cold, I'm scared. Please let me back in,” says neighbor Bodean Jacobs.

"His lips were solid purple and I could hardly see them, and he was shaking like this,” says neighbor Mathew Testerman.

Trying to keep him warm – they called 911. When officers arrived, they looked inside a window and spotted an 18-month old girl covered in feces and locked inside a dog cage.

"I didn't know that there was a baby in the cage or I would have gone into the house myself,” says Testerman.

After kicking in the door – police also found another child asleep in the bedroom next to William Lewallen. According to his arrest report, Lewallen is the children’s father and was passed out on the bed.

"You see it on the news all the time but you never think it's going to happen in your own back yard,” says Jacobs.

Lewallan told officers he had taken some pain medicine, a muscle relaxer, drank a beer and then laid down to rest.

He told police he had no idea how a child got locked outside, and how the other one got locked inside a dog cage.

Neighbors say they still have a hard time with the fact that these children endured great suffering right underneath their noses.

"I just couldn't see anyone doing that to a baby. I've heard of horror stories, but I've never seen it in real life until now,” says Testerman.

According to court records, Lewallen is being held on a $50,000 bond. Lewallen has had problems in the past with drugs. His court appearance is scheduled for November 19th.

Police say they believe the children’s mother was at work when this happened.

These meth and painpill freaks find each other on the internet they gravitate towards each other,children are the last thing on their minds,most of them are concieved when the parents are in an altered state,hopped up on their pills,alchohol or meth,the children are nothing to them,maybe they might remember to feed them once or twice a day,give 'em a bath once a week,two or three half starved dogs laying around,it's a lifestyle encouraged by the gov't.

Mayor Maynot one thing you will find, no matter what this dope headed scum does to little children will ALWAYS without exception have a number of like minded individuals who are ready and more than willing to provide all kinds of excuses and defense for them, it is because they are the same kind of trash and think "there but by the grace of god go I"...in other words, by defending the horrific meth addicted filth they are insuring that when they are caught doing somthing equally horrific and inhuman to a child or other helpless person, they will have others like themselves rush to their defense. Inbred scum is a very apt description, if you don't like being called that, then clean up and try to live and behave like a human being for a change, the mother was probably making money from a street corner anyway, and dumped her helpless kids on the meth headed creep with no thought for their safety. She should lose the kids forever for leaving them with a drug offender in the first place.

Ablu00ne must be smoking crack. Can't remember that he said that he took ixycontin. Trouble is double looks like the mother (probably his daughter) got arrested yesterday for larceny from a retailer. The daily blotter lists the same address. Heck daddy probably didn't even know he was babysitting till he woke up. She probably just dumped the kids on him and ran off to go play. If she was working she wouldn't need to steal.

ALL children that are removed from an abusive home should be GIVEN to parents who have just lost their precious ones. No social service intervention!! Maggots don't deserve to have a child. How many of us have been sick but drag ourselves up and around to feed, clothe, and supervise our kidlets.

This is disgusting! Sad to say though that the neighborhood and the neighbors had to to know something was up with this person-- just one look at his mugshot and I see "meth-head" - not to cast dispersions but if it walks like a duck etc...

What God-Forsaken person could be this cruel, to go to these extremes?! If you have trouble with drugs, talk to someone. I myself doubt that the mother was unaware of what was going on, she shouldn't be let off the hook. >:(
