Muskogee Animal Shelter hope social media can help them find justice for an abused dog.

Phoenix, a white American Pit Bull, was found nearly starved to death at the home of her owner. The owner was given a choice between paying a fine or losing the dog. The owner turned Phoenix over to officials.

Shelter employees started a social media campaign to get laws in Muskogee changed to give stronger penalties for owners who abuse their animals.
