A thief is cashing checks from Green Country to Indiana, and most of his victims are retirees. Rogers and Mayes county officials tell us the man poses as a barn builder. Carl Rogers moved outside Spavinaw, in Mayes County not long ago.

“I worked for Sprint for 42 years,” said Rogers.

Things were great, until a few weeks ago.

“This guy was slick, he was slick,” said Rogers.

The guy, Edward Armstrong is the person of interest. Rogers hired him to do build a pole barn. He’d responded to Armstrong’s ad in the paper. Carl said Armstrong and his crew showed up, laid foundation, even started on the walls, but then disappeared.

A few days later, some woman called and claimed to be Edwards’s daughter. She sounded frantic, told Rogers that Armstrong had a heart attack.

“You don’t want to get too hard on somebody,” said Rogers.

More time passed, and the project just sat, and then he received a text from Armstrong: “I’ve never not finished a job.”
The messages went back and forth. Carl said he packed up all the paperwork he’d saved, and headed to the post office.

“And I knew I was in trouble. Postmaster said you’re the fourth one to come in inquiring,” said Rogers.

FOX23 did some checking.

“I’m very disgusted,” said Capt. Rod Howell.

Rogers is not alone. Captain Howell says victims are scattered across the nation.

“He’s ripping people in my community, my county off,” said Howell.

We found out a news station in Indiana reported Armstrong has 12 warrants for the same crime. When FOX23 reached out to Armstrong we got his voicemail.

The Mayes County Sheriff's Office has filed a complaint with the district attorney and expects formal charges.
