Owasso City Council votes to renew manager contract

The Owasso City Council voted 4-1 to renew the city manager's contract. 

Rodney Ray's contract was put on the agenda at the request of City Councilor Patrick Ross.  Ross was the one vote against renewing the contract. 

Ross has used his blog, "Owasso Matters" to criticize Ray's leadership.

Rodney Ray, Owasso's City Manager, faces a vote on renewal of his employment contract in November. However, terms in that contract dictate that if the council doesn't intend to renew, Rodney must get sixty days' notice, the deadline being October 1, 2012.

In the little over a year and a half that I have been actively involved in Owasso politics and my little over a year on the City Council, it is my carefully considered opinion that the City of Owasso needs some new leadership.

In recent years, the city of Owasso has incurred record debt, plus at least three lease purchases, two of which are ten years in length with eight years left on them; plus the hotly contested and highly controversial 76th St. sewer line that was widely opposed by the people of Owasso; the City of Owasso faces a number of lawsuits, one of them being the encroachment complaint filed by the Washington County Water District 3 which has yet to be settled and does not appear to favor the city of Owasso. Many questions persist as to the true nature of Owasso's fiscal affairs. With the recent resignation of Owasso's two most senior finance officers, one must wonder-- and many have asked-- "Why?" regarding this matter.

Owasso's police department is in a shambles, with an aging fleet of patrol cars, low morale, low pay and a litigation history that does not reflect favorably on our city or our police department.

In a nutshell, the City of Owasso needs a new look and that must start with new leadership. I firmly believe we must start with a new City Manager and go from there. If you agree, you should call and e-mail your city councilors and insist that they take action to deny renewal of Rodney Ray's employment contract and start planning to hire a new City Manager, since Mr. Ray's contract expires at the end of November.
