Nothing but a bad attempt at CYA. No half competent IT dept would run a test in a live environment, especially wihout notifying the owners of the site. Further, it took all this time to figure this out? We received a letter saying our info may have been compromised, even though the city was adamant it had not been. Seems one hand doesnt know what the other is doing. THis may be the city's biggest snafu yet.

Seems a bit vague and lacking in any details that would lend credibility to the city's story.
