After the fountain was hit the first time the street should've been turned into a Pedestrian Mall. Office workers like to eat lunch on or at a local attractive fountain " without the threat of being hit by a drunk driver " that would've been the El Cheapo way of doing things.

It's only confusing if you're some kind of incompetent moron. It works like every other single lane roundabout in the country, including the one within walking distance of Bartlett Square: Historic 66 and Elgin.

When that was a pedestrian mall having a fountain there was Grrrrreat since it was re-modified into a thoroughfare for wheeled traffic, having a fountain there has only created an eyesore and a traffic hazard. Fountains are great places in parks for pigeons to congregate. I don't think it's a good idea to put one in the middle of the street. Seems to be a magnet for drunk drivers.
