get rid of the gangbangers, drug dealers, and scumbags. crime will go down significantly, maybe....

I've seen the awesome capability of thermal imaging in law pursuit first hand. The helicopter finds the hottest thing parked and works out from that looking for fresh heat indicating activity related to that car.
