Another crime scene wrapped in caution tape and frustration.

"My heart just breaks for the family of the man who was killed," said Graydon Brown’s sister, Gracelyn Brown.

This time, a shopper became a victim: 58-year-old, Graydon Wesley Brown. His 10-year-old daughter clutching his hand as he took a bullet that eventually took his life.

"Anytime this type of activity occurs, it brings out anger, because it affects the entire city," said Mayor Dewey Bartlett.

Mayor Bartlett vows to push violence out of his city.

"We’ve done a very good job of acknowledging the gang problems we have in Tulsa," said Bartlett.

Nearly four years ago to the day, Tajuan Davis and Teontae Ray were shot and killed. TPD said both had ties to street gangs.

It didn't take long for people to start talking, but no one talked to police.

A year later, Bryan Mitchell and Kanisha Jackson were killed. Police said speculation spread the two cases are connected to Davis and Ray's murder.

"You didn't expect to see the scene of a murder and you're out shopping,” said shopper Susan Boyd.

"We can not allow this type of activity to take over; we can not and we will not,” said Bartlett.

Perhaps just as devastating; not enough people with answers to unsolved cases are willing to say anything.

Seems our Mayor suffers from the same malady as our President, the belief that if you give it enough lip service it will fix the problem, it doesn't, and it won't, Mr. Mayor, you said you could do the job, we hired your, now do the job you hired on and are being paid to do, find a way to fix the violent crime problem in Tulsa.
