What is needed in there "sadly" is just like the surge in Iraq and Afghanistan i.e. the police show up the thugs duck and hide...in heavy crime areas like there and up north you need a constant police presence so the rats will vacate....the question is who pays for it as usual.My suggestion is that if you choose to live in a place like Fairmont then prepared to pay an extra $5 per resident to show you really want the crime to stop...most dont pay rent there anyway...it's subsidised.

I am afraid a lot of them are addicted to Uncle Sugars tit among other things that makes improving their situation almost impossible

No one forces the people to live there, it is by choice that they subject themselves to the violence and unsafe conditions of Fairmont Terrace. It isn't until the individual is directly impacted that they choose to do something about their situation. It is best to be proactive than reactive. Just a thought. Some folks may not have much of a choice, but the choice can be made to improve anyones situation, if the individual can make the necassary sacrifices needed. If you aren't willing to sacrifice, then don't complain.
