Drivers annoyed by repeat construction

FOX23 viewers expressed frustration with roads that seem to be constantly ripped up for repairs, including one area along 21st from Lewis to Peoria.

FOX23 found on that stretch of Lewis 3 sewer line projects have been done or are underway.

And in 2014, it will be resurfaced.

When we started asking questions we found out there was a method to the apparent madness.

"It's been interesting. I know with every progress there's a little bit of chaos. So, I hope we get through the chaos and onto progress," said Kirk Holt, a driver in the area.

Holt avoids the traffic chaos by going through neighborhoods and avoiding major streets.

FOX23 learned that's getting harder to do.

"Right now I've got 36 projects going on that are valued at $150 million," said Brad Crutcher, the field construction manager for the city of Tulsa.

That doesn't include county or state projects.

Crutcher blames utility for repeatedly torn-up roads.

"We need their stuff out of the way in order to do the road work," he said.

Sometimes the city replaces water or sewer lines and resurfaces the road, but because of funding issues can't always do the projects together.

Before any project starts each city department goes over the plans to see if there's any work that needs to be done in the area at the same time.

The area around 12th and Lewis has been torn up at least four times in the past few months to replace a water line, then repair a different water line and then to repair a gas line.

Now, Oklahoma Natural Gas is moving its lines in preparation for another resurfacing project between 11th and 21st on Lewis.

Some drivers, including Sharon Cotner, see the construction as a necessary evil.

"We need to fix our streets, whatever it takes. I hope they're doing it in a frugal and good manner," she said.

Crutcher also said several projects will be going on around town at the same time because of funding availability.
