Children removed from filthy home, parents arrested

Two people are behind bars after police found children living in filth. Felecia Polk and Robert McElvain were arrested on complaints of child neglect.

It happened in a quiet north Tulsa neighborhood where the homes have clean yards, except for the one where Polk and McElvain were arrested. Documents show the yard pales in comparison to what police found on the other side of the door.

"Car seats in the yard, trash, glass everywhere," said neighbor Ree Ree McCullough.

FOX23 talked with neighbors who said Polk and McElvain only lived in the neighborhood for a few months, but they say it was long enough for a first impression.

"They were not exactly sanitary and it made the neighborhood look pretty trashy," said McCullough.

FOX23 learned back in July that they were investigated when their four foster kids, and Polk's three children, had bug bites, lice, scabs and bed bugs. Polk and McElvain are married to other people, and just lived together when they moved in there.

"You could walk by and see that it was like yuck in there," said McCullough. "Just not clean, not clean.”

FOX23 got a copy of the arrest and booking report that shows last week DHS received another report about potential physical and sexual abuse, neglect and substance abuse at the home. Salcedo watched as the Tulsa police department's child crisis unit followed up.

"The kids didn't look too good, it was just a mess," said Salcedo.

Inside, officers say they found the home filthy and covered with bugs with a strong smell of urine and feces.

"That causes diseases and different bugs and stuff," said McCullough. "I hate that it's under those circumstances, but you're affecting all the neighbors around you, but it is appreciated that it's getting cleaned up."

Salcedo says she saw officers were wearing hazmat boots and FOX23 found out it was so bad on the other side of the door that they had bugs on their legs when they walked out. FO23 has also learned the home will be exterminated and neighbors on both sides plan to do the same.
