Cherokee Nation getting federal funds for highway improvements

The Cherokee Nation is among 183 tribes receiving a share of $8.6 million from the Federal Highway Administration’s Tribal Transportation Program safety fund to improve highways on tribal land.

I don't understand. The Cherokee and all Indian tribes want to be recognized as their own separate government with their own laws. Look at the mess they made with the Baby Veronica situation by trying to impose their own laws. So, if they a separate nation, why are we giving them money to repair their highways when the United States highways and roads need a lot of attention. They are supposed to have their own income, so let them fix their own roads. If they want to be their own nation, let them be their own nation and support themselves and fix their own roads.
