Sisney had leverage with the AG--the ability to make public all the details of corrupt activity involved in the preparation of the bogus audit draft report for the Broken Arrow Public Schools district, to back up Sisney's false allegations. Major players were a state Rep. and staff at the State Auditor's office. This deal was to avoid the scandal for Pruitt's fellow Republicans, imo. Fortunately, then-Auditor Steve Burrage FINALLY discovered at a very late stage, right before its release, that the initial audit was severely biased and compromised by interested parties and it was redone properly--with new auditors. Ask yourself why no investigation was done into this malfeasance involving Rep. Reynolds getting a hold of a draft, unofficial copy of the audit report (likely aquired from the first auditor who testified she gave it to the law firm representing Sisney in the litigation against BA board members and the district)and then published it on a House website for the public, without vetting it for accuracy. How could Burrage have been so unaware of the unprofessional audit work done the first time around, unless his second in command was steering him, making him thing everything was done according to standards? Wonder what was in it for Republicans, to assist Sisney in his litigation against the school district by having a false audit report issued? Remember that Steve Burrage is a Democrat and was running against Republican Gary Jones for election to the State Auditor's office. If the phony audit report had been approved and released by Burrage and then outed as factually incorrect, libelous, and unprofessional, it would hurt Burrage in the election. When the serious problems was discovered before release and that one of Burrage's investigative auditors and been compromised by Sisney, his brother, and 'friends,' then it hurt Burrage that he was unaware of what was going on in his own office.
