Police found a starving nine pound 2-year-old girl left screaming and crying on a dirty mattress inside her drunken father’s home after a neighbor called 911.

Caller: There is a child that is screaming and crying and is locked inside of a house. And we don't know if there is anyone in there or what.

That caller was 22-year-old Mallory Parker.  She lives next door to 30-year-old Raymond Wofford.

“It was the worst experience I have ever been through and it just hurts me to know I have been here longer than he has and I never knew he had her in there,” said Parker.

Parker did know Wofford had little girl, a 3-year-old living with him but she never knew he had another 2-year-old starving in his home.

Police arrived that evening on July 30th, and found the child on the bed.

“You feel her ribs;” described Parker.  “It was indented in the center where her ribs are.  It was completely sucked in, and there was a bruise that looked like she had been hit by a fist in her chest.  Her wrists were the size of a quarter, and her fists were the size of bouncy balls you get out of a quarter machines.”

Parker let tears run down her face as she described the child’s condition.

“She was covered in feces from her cheeks to the backs of her knees.  He didn't feed her, didn't give her any water, and didn’t bathe her, no diaper changing.”

Local pediatrician, Dr. Scott Cyrus said a 21-month-old baby, which is exactly the starving 2-year-old’s age to the month, should weigh about 25 pounds.

“When they weighed her in the ambulance that night she was eight pounds and three ounces,” said one of the other neighbors who was also there the night of the Wofford’s arrest.

“I’m sickened, it’s disgusting, it’s filth, I think he needs to rot in prison for the rest of his life,” said Parker.

Parker said the starving baby looked up at her when she went to touch her tiny skull.

“I rubbed her little head and told her it was going to be ok and she was beautiful,” said Parker.

FOX23 News talked with neighbors in the area and all of them said Wofford was known to be a methamphetamine user and had seen syringes inside and outside of his home.

Police did collect drug paraphernalia from his home that night.  He has been booked on two counts of child neglect and throwing human waste on an officer.  He was not cooperative during his arrest and spit on an officer.

His bond is set at $101,000.  He will face a judge on September 5th at 8:30 a.m.

Ok maybe not relevant but if the child is 21 months she is not yet 2. With that said this is an absolute tragic case of abuse. Poor baby.

he spit on the officer... that is what it says in the article. That is a felony. This waste of skin needs to be starved to death as long as it takes. I would be willing to let him sit and rot. I doubt that anyone would disagree. Its so disgusting.

This made me start crying. What a worthless, low life, scum sucking peice of dog s**t. He doesn't need to be put in prison, only to be released and create another child to abuse and neglect. He needs to be taken out behind the barn and shot in the head, after a few days of torture. I'd be happy to volunteer my services for this.

I hope this idiot throws some poo on the biggest guy in lockup, maybe the will get his pos neck broken and won't ever leave jail. I think the police just mentioned the poo throwing charge to let the public know they charged this piece of garbage with everything they could legally charge him with. I thank God for the neighbor who got help for this little baby, and the police who responded...Thank You all, you are heros.

It's hard to imagine someone could treat a child this way. Lets hope "the system" treats the baby better. Also, what's with the vague "throwing human waste on an officer" sympathy ploy? The infant is the victim here, thats really what matters.
