When a cell phone is smuggled into prison or jail, it's almost always jail staff doing it for money, but their unions shield them from any meaningful punishment.

Jail "policy" is not law, and only a judge can decide who gets what visitors in jail. The sheriff's department is just playing hardball because the jail staff's incompetence was publicly outed. Now we will see if the county (i.e. taxpayers) gets sued.
