Rundown Homes Not Being Fixed

A rental home infested with cockroaches and the tenants say the landlord won’t fix it and whole list of other problems.

In 2008, FOX23 News first told you about Savage Leasing and last week FOX23 News revisited the owner who now leases homes through www.moveintoday.net.

The city says it can’t get hold of him and has the doors locked in their faces.

FOX23’s Abbie Alford continues to investigate who is renting these homes that some are deemed unlivable.

A home with no hot water, sinking bathroom floor and a bathtub that won’t drain.

"We haven't showered since last night," says Dawn Stampers.

However, it’s not until inspectors go into the kitchen do they see who else is living in this home.

"When I open up my cupboards, they [cockroaches] just fall out everywhere," says Stampers. “I can't even feed my kids. I have to go day to day and buy food with my food stamps."

There’s cockroaches crawling everywhere.

"Crawling on my silverware my children eat with," says Stampers.

The creatures even crawl out from under the dining room mirror.

"You've applied the bombs numerous times?” asks City of Tulsa Housing Inspector with Working In Neighborhoods Brant Pitchford.

The tenants say they’ve gone through cans and cans of bug spray.

So the inspector heads outside the home.

"We have some structural issues there,” says Pitchford.

The inspectors find broken boards on the porch and believe a person can hurt their ankle by walking on the porch.

The Tulsa County Health Department already warned and gave written notice to www.moveintoday.net known as Savage Leasing or Brightside Properties on this home in the 1000 block of E. 5th Place.

It states that the home should not be rented and is unlivable. The landlord has only a few more days to make repairs before he faces a $500 fine or three months in jail

The city says the home is unlivable and shouldn’t be rented.

“According to Title 55 you are not supposed to no,” says Brandt.

However, like the city renters like Dawn Stampers, Savage Leasing continues to ignore FOX23 News calls and questions.

In 2008 FOX23’s Emily Sinovic went to the business to get answers.

Sinovic: “Is there anyway to speak to him... when will he be available?...We'll just wait here for the owner."

Employee: “You may be waiting here for a couple of days.”

Sinovic: “So the owner is never here?"

Employee: “He said there is no story here, he asked you to leave, you are obstructing our business.”

Sinovic: “He said I'm obstructing your business by waiting in the lobby?”

Employee: “Yes.”

Last week FOX23’s Abbie Alford tried calling and also went to the business.

Alford: "This was just opened two minutes ago. Our cameras show up and the doors are closed?"

On Tuesday Abbie Alford went inside the office.

Alford: "I still haven't been able to hear from anybody who owns this place. I have received more complaints the city says they can't get a hold of the owner. There are plaintiffs who have filed lawsuits who say they can't find him and we have done stories since 2008 and still cannot get a hold of the owner"

Employee: "Can you leave a card cause I just called him and he said that he would call or have his attorney call."

Alford: "We've been here since 2008 and it's my job to try to get some answers for these people because they can't get answers."

Now the Stampers are facing eviction from a home the landlord already has up for rent. Yet, the conditions are deemed are unlivable.

The website has a disclaimer stating some of the listed homes are not immediately in ready to rent condition.

The city says the owners operating under these properties are Mark Savage and Rod Spurlin.

FOX23 News tried getting in contact with the last known attorney but the call was not returned.

Court records show several lawsuits have been filed against Savage,Spurlin, Savage Leasing, Brightside Properties and Hot Rod Dreams.

The city property maintenance supervisor says there have been ten to fifteen cases investigated into these properties. In the last year all but one have been resolved and they have not been able to meet the landlord. The door was also locked when the city approached the company during business hours.

The city is working on a Rental Registration program that would require rental homes to be inspected throughout the year.

The city recommends that if you want to make a complaint about a home call the Mayor’s Action Line at (918) 596-2100. A case will be assigned and as long as the tenant or the landlord gives permission they can inspect the inside of the home.

A 500. fine? Seriously? No wonder they get by with it. They make plenty of money scamming all these folks & renting properties they never fix. Then the people move out, they sue for breaking a lease, or they rent it again & get another deposit. 500. fine is nothing. Tulsa should be ashamed.

One thing here is more damning than any of the pictures and testimonials, if the land lord(s) have in fact been the victim of sloppy, neglient renters as some have suggested, why are they ducking the media so hard? If they have a story to tell, they need to put their 2 cents worth in. I understand that sometimes the tenents ARE pigs who destroy your property,and grow mammoth roaches, but....I think in this case, these folks are just slum lords, the city needs to move these families into gov. housing, then send bull dozers to these homes and raze them at the owners expense, it would make an impression on other slum lords, plus it would benefit the city on the whole,and make it necessary for these "low income" folks to live within their means and with their peers.

More importantly, if families like these QUALIFY for State Assistance for RENT and Food Stamps, there SHOULD BE a Program, whereby these Families are TAUGHT HOW to Clean, and buy healthy foods. In my past experience with Section 8, the Rental Property HAD TO BE LIVABLE & Up to their Code, before the Tenant could move in; problem became, they EXPECTED the Property to TAKE CARE of them, therefore by the time they moved out, one would have NEVER BELIEVED they moved into a top notch quality home with NO PROBLEMS! What made it so bad, was that when they had plumbing problems like a leaky faucet, or a loose pipe underneath the sink, they were so sorry, they would not call to notify of the problem, therefore, by the time they moved out, I had to replace the Vanity and the flooring. I just don't understand it, for I came from a humble and poor background, but worked and earned my way in life to become a property owner. I was taught at an early age HOW TO TAKE CARE OF where you live, despite the fact, if you owned or rented. As far as I'm concerned, you OWN IT, once you rent it because you're the one whose living there ... NOT THE LANDLORD! I'm just speechless in that I see so many families who live like this ... Whatever happened to TRAINING, in my day, this was part of raising RESPONSIBLE children, to become RESPONSIBLE ADULTS! We ALL had CHORES, we HAD TO LEARN, or else we were punished. It just ANGERS me that too many LAZY WORTHLESS families want to blame the Government, and WHY they allow people to live in such conditions, when its NOT the Governments fault; its the people who create these filthy conditions; for NO WAY would I move into any property like that, unless I knew people who could help me fix and repair the problems, and live rent free for a few months. If anything, all the City should do is establish a Department, whereby these families can ATTEND CLASSES to LEARN HOW to Clean, & Maintain a home/apt., etc.

I have lived in two of moveintoday.net homes, 1st- anyone is a fool to move into something that is unlivable. I have been with this company since 2007, I chose a home that was liveable. Heard of the saying "you get what you pay for", You have an opportunity to look at these homes, decide if you want to live in it, you get cheap rent which means you fix it. I have had electric problems, they fixed it. I've had central heat problems, they fixed it. I have had in the house plumbing problems, WE fixed it. That is the agreement you go into before you even sign a lease. As far as roaches-well, roaches only stay around if you feed and water them. A roach can live a week with a drop of water alone. You have to spray inside and out to maintain bugs, keep the place clean, better if you can handle cleaning with bleach water. I call it laziness, don't move into these houses if you can't do things for yourself. I believe half these people that complain, agree to fix, they move in and realize OOPS I don't know how to do this stuff so they sue to get their money back, for a choice they made knowing what they were getting themselves into.

Apparently, the reason these low life individuals ACCEPTS properties like this is because they have BAD CREDIT and REFERENCE; have RIPPED OFF landlords in the past for NON PAYMENT of rent and destruction of their properties, therefore the ONLY properties they can rent, is the type they have DESTROYED in the past! This is what I consider, what "Goes around, Comes around!" I have 1st hand experience with Tenants like these. Landlords MUST take pictures BEFORE tenants MOVE In; therefore when conditions like this hits the media, the landloard will have PROOF to fall back on. Fact is, I JUST went thru an experience like this. Tenants moved into my well kept property; in fact, I gave them a CHEAP rate to maintain the lawn so that they would NOT SHAME me with my neighbors who lived next door, who maintained their yards. ANYTIME there was a problem, and they INFORMED me about it, I took care of it, immediately! These last Tenants was a NIGHMARE! The water and electric turned off because of NON-PAYMENT, but found a way to RIGG the system, whereby they had ILLEGAL use of these utilities; I only found out, after I had to EVICT them and take them to court to obtain legal rights to evict them for NON PAYMENT of rent! This is an outrageous disadvantage to landlords, because these tenants was able to stay in my property for 2 1/2 months FREE! There was NOT a roach in my property before leasing it to them, but when they finally moved out, my property is RAINING ROACHES, just as we observed in your segment. The landlord is NOT responsible for LAZY Tenants, CREATING unhealthy living conditions. It's up to them to BUY the Chemicals, clean and treat the problem. I live in my home, every now and then I see a roach or two, I keep chemicals around and SPRAY my woodwork, around my doors and windows to keep bug free; why these tenants did not have a CLUE to do this is MIND BOGGLING, for you do not live in FILTH like this ... WHERE IS THE "COMMON SENSE!"

to the people who were in 5th place need to be slapped. i understand the conditions of the home but why did you move in to begin with??? i mean come on. and you raise your children in that???? red flags for dhs ist sounds to me. ps clean your house and maybe the roaches will go away.so why move into the a house that has these issues that you already know about? you people are idiots and i dont blame him for not wanting to fix some things around the homes because of people like you detroy them. even i can move into a roach infested house and get rid of them within a month

Their own maintenance man came by my place an said it needs to be condemned. The floor in my bathroom upstairs is falling in an everything leaks. an the ceiling in the bathroom downstairs underneath the one upstairs has fell down, an the floor in the kitchen is falling in an the carpet has been shampooed twice an still turns our socks black, an i cant run two things at once, can't even pay the water bill cause of the leaks, an about three months ago the gutter fell an the just came an put it back on, not to mention the fungus on the roof, an mold every were.an the doors don't stay shut,I have to put weights against them to stay closed.

My names is James Smith i was the one fox interveiw last thursday about moveintoday.net. .These people at move in today .net need to be closed down for what they are doing. They scammed me out of 1200.00 dollars. They have taken advanatge of the eldery and disabled. My mother(who is battling cancer) was the one who gave them 1200.00 dollars . Anyone who has been ripped off by these poeple should join together and fill a class action lawsuite not just against movein today.net but all who work for them because they know what is going on within the company aswell and they are just as part of this scam as the big bosses.The house they show tonite on fox news was nastey and should have never been rented to anyone.

this company has ripped off and scammed people for a long time. I know because i was going to rent from them and trunned over almost 1200.00 to these people (which i have yet to ge back. anyone who has rented from these people and have been ripped off we should all get together and start a class action lawsuite not just against movein today.net but against all that work for them because they know what is going on behind the scenes aswell. they have taken advage of the eldery and the diabled and they need to pay for this. thank you

Here's a way to get him to respond. Instead of sending him the rent check use that money to get things fixed.
