One man arrested 140 times since 2007 and another man arrested nearly 70 times since 2008.
They are often known as the frequent fliers of the Tulsa County, people arrested for the same crime, over and over again.
Robert Mrah, 42, apparently has a drinking problem. Tulsa Municipal Courts report since 2008, Mrah has been charged 63 times for public intoxication.
On Wednesday, he was arrested again for public intoxication.
"It's always public intox," said Detention Officer Evans.
At first Mrah didn’t smile much until last year. He then proceeds to yell in one mug shot, smile big and then his latest mugshot shows him making a kissing motion.
“It's a joke to him; he doesn't care,” said a Tulsan.
Records show he’s often found passed out in public, at a park or on a road. Or, his mother will call.
“He does it on purpose usually,” said Evans. “He will stand up here for a few minutes and just practice making faces.”
Mrah wants everyone to know he’s made it in the building.
“Sometimes he goes into the cell and starts singing opera,” said Evans.
Mrah lists an address, but a private property and no trespassing sign were on the gate of the apartment. A neighbor told FOX23 News he had never seen Mrah, but believe his mother used to live there.
Authorities believe he lives with his mother.
Other frequent fliers of the jail are often in for public intoxication and are homeless.
"Sometimes they don't come in for a while, sometimes they come in here three or four times a week,” said Tulsa County Sheriff’s Office Captain Paul Tryon.
Since March 2011, Mrah has been arrested for public intoxication 27 times.
"That is ridiculous. They need to think about giving him a harder sentence then he will really think about making faces like that,” said a Tulsan.
According to municipal code under the public intoxication penalty, you can sleep off the sentence by serving 16 hours, pay a $150 or a $200 fine.
"They'll stay their 16 hours and get out and do it all over again,” said Tryon.
Deputies said underneath this smile is a man who is entirely different when he sobers up.
“If you didn't know it you wouldn't think it was the same person 16 hours ago,” said Tryon.
