Facebook encounter with child leads to arrest

Rogers County District Attorney investigators arrested a Tulsa man on Friday night on a warrant for soliciting sex from a 12-year-old girl over Facebook.

Jeffrey Adam Riggs, 29, is accused of soliciting sexual conduct or communication with a minor by use of technology.

Rogers County DA Investigators and the Verdigris Police Department conducted the joint investigation with technical assistance provided by the OSBI.

Authorities say the victim alerted her mother after Riggs tried to befriend her on Facebook. The mother posed as her daughter and notified the Verdigris Police Department when the man tried to make arrangements to meet the girl for sex.

Except he didn't have an encounter with a child. He only had an online encounter with a grown woman who was impersonating one.
